Culturally Specific Care in Minnesota

Culture is broadly considered to be one of the social determinants of health, which are the non-medical factors that influence health outcomes (WHO). It is necessary, therefore, that individuals have access to care and services that are equitable, from health care providers that are respectful of, responsive to, and understanding of culturally diverse traditions, practices, and beliefs. Below you’ll find a list of SUD and mental health service providers in the state of Minnesota with programs/services dedicated to African Americans. Click on the name of provider to be directed to their website and learn more about their programs [please note: this is not a comprehensive list of all culturally-focused providers in MN].

Turning Point Inc.

  • About: Turning Point Inc., is an African American agency that provides culturally-specific substance use disorder treatment, housing, support services and training to adults. Turning Point’s mission is to provide substance use disorder treatment and other key support services to help people achieve wellness and live self-supportive lifestyles.

  • About: Alliance Wellness Center is a trusted addiction treatment center in Bloomington, MN that offers multicultural services delivered by a multicultural team. Alliance Wellness Center’s mission is to provide supportive services that bring healing and hope for individuals, families, and communities affected by addiction to alcohol and other drugs.

  • About: Minnesota Addiction Betterment Sanctuary (MABS) Recovery Center, LLC, is a small residential treatment for women. We offer substance use treatment services to females aged eighteen years and older. All services are client-centered, culturally appropriate, and holistic. We are particularly sensitive to the needs of African-American women or women of minority status. Staff is available around-the-clock, and client safety is always ensured.

Crown Medical Support Services Clinic

  • About: Crown Medical Support Services Clinic (CMSSC) is a nonprofit cultural specific – Essential Community Clinic established under MN statue 69Q.19. We are also a 245G organization licensed to provide services for individuals who have substance use disorder and mental health.  Crown Medical opened its first clinic in 2005 near downtown Minneapolis with the desire to bridge the gap in healthcare service disparities, particularly for minorities and uninsured individuals.

East African Healing Services

  • About: EAHS’ culturally responsive treatment services are unique to any other providers in the metro area because our staff members share similar languages, religious beliefs, cultural traditions, and customs with our clients. EAHS is authorized to deliver Adult Rehabilitative Mental Health Services (ARMHS) in Ramsey, Dakota, Hennepin, Anoka and Washington counties.

  • About: Niyyah Recovery Initiative (NRI) is the first program in the nation aiming to be a Community Recovery Organization providing culturally responsive peer recovery support, education, awareness and advocacy in the East African immigrant, refugee, and Muslim population in Minnesota.

  • About: Twin Cities Health Services is an independent psychiatric clinic that specializes in the treatment of mental illnesses and substance abuse disorders.   • About: VEEMAH Outpatient is a licensed substance use disorder program in the state of Minnesota. We serve adults 18 years and older. We also provide culturally specific treatment for individuals of African descents including African immigrants and refugee populations. Our approach to treatment is holistic, focusing on the mind-body-spirit. We believe that when individuals are empowered and given the right support and encouragement, they can overcome adversities to change their circumstances.

They offer a culturally diverse treatment program that is dedicated to serving the Twin Cities’ Hmong, African (East & West), Black, and Native American populations. All are welcome at the center.

  • About: Access Healing Center is a culturally specific, adolescence outpatient treatment center. We opened Access Healing Center to provide a safe space for adolescent youth to overcome social, economic, cultural, and legal barriers so our clients can maintain long-term recovery. We alleviate cultural barriers by working closely with our adolescent clients and their families. We assist the youth through education while overcoming substance use addiction because we know and believe that the children are our future.

2017 Statewide Minnesota Health Assessment (MDH)

  • African American Minnesotans face twice the risk of drug overdose death than white Minnesotans.
  • Minnesota’s current population of [healthcare] providers does not reflect the racial and ethnic diversity of the state. Most of Minnesota’s physicians are white, and most speak only English.
  • Most Minnesotan immigrants (89 percent) live in urban communities.
  • The state demographer estimates that the number of people of color in Minnesota will increase by over 500,000 between [2017] and 2035.

Differences in Rates of Drug Overdose Deaths by Race – 2019 Preliminary (MDH)

  • In 2019, African Americans face twice the risk of drug overdose death than whites.
  • In 2019, American Indians face seven times the risk of drug overdose death than whites.
  • Drug overdose mortality rates trended up for all races (African Americans, American Indians, and whites) and the race rate disparities have increased from 2010-2019.

Addressing racial & socioeconomic disparities in access to medications for opioid use disorder amid COVID-19

  • Among patients who experience non-fatal overdoses, Black patients are half as likely to obtain follow-up appointments for OUD care after discharge from the emergency room (Kilaru et al., 2020).

The Opioid Crisis and the Black/African American Population: An Urgent Issue (SAMHSA)

  • “Three decades ago, when opioids and crack cocaine were devastating Black/African American communities, the national response was ‘The War on Drugs.’ This resulted in widespread incarceration of drug users and disruption of primarily Black/African American families and communities. This population was criminalized for drug-related offenses at much higher rates than White Americans and this has had lasting effects through the present day.”

Buprenorphine Treatment Divide by Race/Ethnicity and Payment (JAMA Psychiatry)

  • Between 2012 and 2015, 13.4 million patient visits resulted in a buprenorphine prescription; despite similar OUD rates (3.5% for blacks, 4.7% for whites), white patients accounted for 12.7 million of those visits and minority patients accounted for only 363,000.

Black Opioid Overdose Deaths Are Increasing Faster Than Whites, Study Finds (NPR)

  • “…the rate of opioid deaths among Blacks increased by 38% from 2018 to 2019, while rates for other racial and ethnic groups did not rise.”
  • “…relatively few addiction treatment specialists focus their practice on treating Black patients. ‘Then there is the stigma within the provider community about treating these patients because they’re always perceived as being criminally inclined or not desirable as a patient,’ [Edwin Chapman] says. Conversely, Chapman adds, ‘there’s the shame and stigma that the patients carry, so the patients don’t seek treatment.'”
